Character Arc
Kim Young-joo is an idealistic prosecutor with a special unit determined to identify the mysterious figure the public begins calling the City Hunter. Driven by a strong sense of duty, he believes in the rule of law and grows frustrated as the anonymous protector exposes criminals that the system has failed to touch. His pursuit creates a compelling cat-and-mouse dynamic that runs throughout the series.
Young-joo's investigation puts him at odds with Yoon-sung even as the two men, in their own ways, want the same corrupt figures held accountable. His personal history is gradually revealed to be entangled with the larger conspiracy, which deepens his stake in the case and raises difficult questions about loyalty, family, and justice. He is portrayed as principled rather than antagonistic, making the conflict morally layered.
As the truth emerges, Young-joo must reconcile his commitment to legal order with the reality that the vigilante he is chasing may be exposing a corruption far deeper than he imagined. His arc embodies one of the show's central dilemmas: whether justice is best served through the system or through someone willing to step outside it.
