Totomaru Isshiki, nicknamed Toto, is a rookie detective in the Metropolitan Police Department's First Investigation Division. Driven by a sincere and uncompromising sense of justice, he wants nothing more than to protect people and solve crimes fairly. His enthusiasm, however, initially outstrips his deductive skill, which is what brings him into Ron Kamonohashi's orbit.

After their first case together, Toto becomes Ron's indispensable partner and public face. He carries out the legwork, interacts with witnesses and colleagues, and presents the conclusions that Ron works out from the shadows. Crucially, Toto also serves as Ron's conscience, holding him to a code of conduct and keeping his more reckless tendencies in check.
